One Piece has now begun what appears to be the big fight of the Egghead arc, and the latest chapter of the series is filling in some of the gaps as to how we got to this point by revealing why the military abolished the Seven Warlords system! One of the most significant developments to emerge from the Reverie arc was the World Government’s decision to disband the Seven Warlords system since they no longer required this collection of pirates to help keep the world’s powers in check. We now have a firm answer on their replacement.
The Seven Warlords (Shichibukai) System used to be one of the most important ‘weapons’ of the world government against the pirates. Even though they technically are pirates themselves, the Shichibukai work for the world government, and in return, they are guaranteed their safety against the marines. This system, however, has its limits. The shichibukai of course have minds of their own, and the World Government could not control their actions, and because of many unforeseen incidents, the World Government decided to disband the system and this disbandment was announced during the latest Reverie.
While we’ve seen some of the consequences of this decision, such as the former Seven Warlords being attacked by Marines and other pirate crews looking for their skills and power, the latest chapter of the series confirmed that because the Marines had developed the powerful new Seraphim weapons based on the Seven Warlords, they no longer needed the pirates themselves because they had a new power completely under their control.
Why did the Seven Warlords get Disbanded?
After the events of Wano, the Straw Hats went on an unforeseen journey to Egghead Island. There, they meet Dr. Vegapunk, the notorious scientist who is seen as the most intelligent person in the world. However, chapters before the straw hats encountered the scientists, the readers of the One Piece Manga were introduced to another new creation: Seraphim. Though not much is tackled about this new creation, the manga reveals in its latest chapter that Seraphim is the reason why the world government decided to get rid of the Warlord System.

Dr. Vegapunk stated that he was able to mimic the powers of Paramythia varieties of Devil Fruit by reproducing the bloodline abilities and using artificial blood to power the Seraphim weapons in Chapter 1070 of One Piece, as Sentomaru and Lucci fought over control of these weapons. He refers to them as the “strongest form of humanity,” and as a result of their development, the Seven Warlords are no longer required.
It’s now a deadly element in the game, but because there’s a balance between who controls these weapons, for the time being, Luffy and his crew still have hope against these new powers. However, it demonstrates that the Marines were planning to depart from previous pacts in order to eventually exterminate all pirates on the high seas. It’s simply a matter of time before they succeed in this attempt with Luffy and the others in their way.
