Kafka Asagiri and Sango Harukawa’s Bungo Stray Dogs is a peculiar series. It differs from many of the shounen manga and anime series because of one fact: The series does not have a specific villain.
As many know, most of the shounen manga series now usually have one specific villain or enemy. Take My Hero Academia, for example, the enemy has always been One For All. As the seasons pass, One For All uses his pawns in order to drag the heroes into chaos. In Demon Slayer, another famous manga and anime, the enemy has been the lord of the demons, Muzan Kibutsuji.
However, for the Winter 2023 feature, Bungo Stray Dogs, the enemies are different in each of the seasons it has released.

Despite the fact that it has always been the Armed Detective Agency vs the Port Mafia, every season (except season 1) has had them team up against a new foe, such as the Guild. So the Port Mafia aren’t always the bad guys.
Mori Ougai, the Port Mafia chief, was the villain in season one of the Bungo Stray Dogs anime. His talent is Vita Sexualis, which is essentially Elise Chan. He appears to be the series’ villain no more since he assists the Armed Detective Agency multiple times. The reason why the Port Mafia and the Armed Detective Agency were made to fight in the first season was to introduce the fact that they are the two agencies that establish the balance in the city with the Port Mafia ruling the darkness, and the ADA ruling the light.

In season two of the BSD anime, the enemy was The Guild’s head, Francis Scot Key Fitzgerald. His ability is The Great Fitzegarld, which grants him strength in proportion to the amount of money he spends. He does not appear again after the guild’s downfall. He did appear in the manga, and most likely will in season 3, and while he is no longer battling the Armed Detective Agency, he surely does not support them. He, like the Port Mafia, becomes a minor issue.
Another interesting fact though is that Season 3 and 4’s main villain is the same. It is none other than Fyodor Dostoevsky. As of season 3 in the anime, it’s unknown if he is the leader of Rats In The House Of The Dead or merely an underling, but in the manga, it’s shown that he works for someone. The reasons for his ambitions (to eliminate the Port Mafia and later the Armed Detective Agency) have yet to be disclosed, as has the identity of the person Dostoyevski works for.
