It is not an is question, but rather an are. Yup, London may have been fooled for a moment. The Lord of Crime that’s been causing a ruckus across the city is not a one-man show. There is more than one Lord of Crime in Moriarty the Patriot. This is an organization that is led by their criminally brilliant strategist, William James Moriarty.
The crime consultant has been making names in London killing nobles who have done senseless crimes. William wishes to build a better future for the people by abolishing the disastrous effect of the current hierarchy of societal ranks. For most people, treatment and respect are mostly based on these ranks.
As a keen observer, William found out that there are people who have been contributing nothing but despair and mischief to those in the lower class. This initiated the future napoleon of crime, William, to start strategizing his plans. And that is to build a society where ranks are not the basis of how one treats another.
As the protagonist and the crime consultant himself, many believed that the Lord of Crime is none other than William James Moriarty. His brothers, Albert James Moriarty and Louis James Moriarty together with Sebastian Moran, Fred Porlock, Jack Renfield, and James Bonde were assumed to be the right-hand men and accomplices of the consultant.

However, there are scenes in the series that hinted that the people behind these crimes is not only William. But also the two other lords of crime, his brothers, Albert and Louis. For instance, the Scandal of the British Empire Arc was the peak of the infamous criminal or criminals. Even the aristocrats arranged an inspired Lord of Crime game which was attended by the eldest Moriarty, Albert.

Albert met with Irene Adler now known as James Bonde to discuss the secret file she stole from the British Empire. The mascarade ball allowed Irene to hide her identity by cross-dressing among the crowd. Albert negotiated with Irene to return the documents to Mycroft Holmes through him in exchange for her safety. Irene agreed and decided to part ways with Sherlock Holmes and his friends.
Sherlock let her go knowing that the excuse she gave them was a lie. As a great detective, Sherlock easily deduced that Irene’s plan was none other than to bargain her life alongside the Lord of Crime’s plans. This is where the hint was shown because when Sherlock mentioned that Irene will go to the Lord of Crime, it was the James Moriarty brothers who were flashed on the screen.

Yes, the Lord of Crime is an organization that has the goal to change society. The Lords of Crime are William James Moriarty, Louis James Moriarty, and Albert James Moriarty. However, the scene in the said arc is not the sole evidence that shows the true identities of the Lord of Crime because the Moriarty siblings introduced themselves as the Lord of Crime during the White Knight of London Arc.
How Did the Lord of Crime Start?
The Lord of Crime is more of an organization. It is more like a secret organization that relies on the mind of the intelligent crime consultant rather than being a one-man criminal. It is safe to say that the Lord of Crime is a group that started way back when the James Moriarty siblings were still young.
William and Louis are not biologically related to Albert who carries the true blood of a Moriarty. William and Louis were just orphans who caught the attention of the eldest Moriarty. Albert always had a heart close to the lower ranks compared to his family who continuously discriminated them.

When Albert’s father attended a party, a duchess shared that she has adopted a child and saved him. Another noble announced that he too will be adopting a child. Feeling pressured, Albert’s father said the same thing and later told his eldest son to find a good well-behaved orphan. This was not a sincere gesture for the Earl Moriarty because for him it was just an act of charity to impress more people.

Even knowing this, Albert obeyed his father and chose Wiliam and Loius after hearing their goals are similar to his. William and Louis were taken to the Moriarty household but were treated differently except for Albert.
Our lives should have the same value. Everyone should have an equal right to happiness. But in this country, that doesnt exist. This class system places a curse upon people.
William to Albert (Moriarty the Patriot – Episode 2)
This is the line that convinced Albert to choose William and Louis as his adopted brothers and later on his lifetime companion.
The biological brother of Albert and the real William Moriarty constantly abused their housemaids, Wiliam, and Louis just because they are lower than him. When Albert had enough of his family’s gruesome behavior, he planned the end of the Moriarty family and decided to start a new one.

Following William’s plan, Albert killed his brother and all three of them set fire to the mansion killing everyone in it. They, later on, introduced themselves as the new Moriarty children: Albert James Moriarty, William James Moriarty, and Louis James Moriarty. This was the first ever crime committed by the Moriarty siblings. Hence, the beginning of the Lord of Crime.
Sometimes blood is not thicker than water because the James Moriarty siblings may not share the same blood, but were able to form a deeper bond because of sharing the same goals, past, present, and future.
The Moriarty Plan by the Lord of Crime

Finally, in episode twenty, the James Moriarty siblings introduced themselves as the Lord of Crime to Adam Whiteley. Whiteley, a coming member of the British Parliament, advocates equality and almost shares the same goal as the crime consultant. He was chosen as the ideal Patriot for Williams’ plan but did not happen because of his somewhat unprecedented death.

Whitely, a person loved and admired for his heart, killed the man behind his family’s death. Wishing to end his own life, he met up with Albert to return a valuable document. However, the Moriarty siblings offered him a better way to die. They suggested that he end his life with the Moriarty siblings playing as the usual villains. This is another step in achieving their goal because killing Whiteley and them taking the blame will not change the goodness that the people see in Adam and their hope for change.
Albert James Moriarty detailedly explained the Moriarty plan to Mycroft Holmes. To still continue their plans even with the older Holmes being aware of Albert’s identity, he and his brothers all went to tell the goal of their plan. The plan of the Moriarty brothers, mainly William, was inspired by the leader of the French Revolution, Maximilien Robespierre.

Their goal is to bring liberty and equality by overthrowing the monarchy in their country making the citizens the center of it. Using the late Whiteley, the Moriaty plan will make him the patriot as the leader of a revolution that will lead the people of London. This is to break the barriers that have been corrupting society and for the Moriarty siblings to sacrifice their lives by willingly being painted as the villains of society.
William, Louis, and Albert’s goals never change, and were able to successfully turn the tables by executing the Moriarty plan. Fortunately, even after the death of Whiteley, the ingenious Lords of Crime were still able to push through with their long-time plan and successfully achieve peace between the higher and lower ranks without sacrificing their own lives.
